Cold-climate heat pumps in the Upper Valley

Up to $6,250 in New Hampshire, up to $2,200 plus an income bonus in Vermont. What they cost here, how they perform in a real January, and how to size one correctly.

Do heat pumps actually work here?

Yes, and the question is a decade out of date. Cold-climate heat pumps are rated to deliver useful heat well below 0°F, and the ENERGY STAR Cold Climate designation — which both states now require for a rebate — exists specifically to separate the equipment that performs in a Vermont January from the equipment that does not.

The honest caveats: capacity falls as it gets colder, so sizing matters more than in a milder climate, and most Upper Valley installations are designed with a backup for the coldest stretches, whether that is the existing boiler kept as a secondary, electric resistance strips, or a wood stove that was going to run anyway. A house that has been air sealed and insulated first needs dramatically less of that backup.

New Hampshire’s enhanced tier pays $1,250 per ton to a maximum of $6,250 for households leaving electric resistance heat — five times the standard rate, because the utility avoids an enormous amount of winter peak load. It requires pre-verification before installation. If your contractor starts work first, the money is gone and there is no appeal process.

Ducted or ductless?

The answer usually comes from the house, not from preference.

Ducted (central) heat pumps

Sensible when good ductwork already exists — typically a 1970s or later house with a forced-air furnace. One system, even distribution, nothing on the walls. Vermont pays up to $2,200. New Hampshire pays per ton on the same schedule as ductless. The catch is that the ducts have to be worth using: leaky ducts running through an unconditioned attic or crawlspace will squander the efficiency you are paying for. Seal them first.

Ductless mini splits

The default in this valley, because most of these houses have no ducts and never will. An outdoor compressor feeds one to five indoor heads, each independently controlled. What it costs in the Upper Valley

What it does to your bills

Replacing oil or propane with a cold-climate heat pump generally lowers heating cost, but the size of the win depends on your electricity rate and your fuel price, both of which move. The reliable win is cooling: you get whole-house air conditioning that you did not have, at no additional equipment cost, in a valley where July and August have become genuinely uncomfortable in an uninsulated second story.

The other reliable win is that you stop having a single point of failure. A 25-year-old oil boiler that dies in February is an emergency. A heat pump plus a retained backup is not.

Sizing: the thing to get right

Ask for a Manual J load calculation, not a rule of thumb. An oversized heat pump short-cycles, which lowers efficiency, increases wear and produces worse comfort than a correctly sized one. This is precisely why we push people to air seal and insulate first: a tightened envelope routinely drops the calculated load by a ton or more, which is thousands of dollars of equipment you no longer have to buy — a saving no rebate was going to hand you.

Figures checked July 2026. Rebate programs change their amounts, caps and equipment requirements during the year, and several are capped by available funding. Confirm the current offer with the program or your contractor before you sign anything.

What is the maximum heat pump rebate I can get?

In New Hampshire, $6,250 — $1,250 per ton up to five tons — if you are replacing electric resistance heat and get pre-verification before installation. If you are replacing oil, propane or gas, the standard tier caps at $1,250. In Vermont, up to $2,200 for a ducted system or $475 per ductless indoor head, plus an income bonus of $200–$2,200 depending on your utility.

Will a heat pump keep my house warm at -15°F?

A properly sized ENERGY STAR Cold Climate system will produce heat at those temperatures, but at reduced capacity — which is why most Upper Valley designs pair one with a backup for the handful of nights a year that get truly cold. That backup might be your existing boiler kept in place, electric resistance, or a wood stove. Air sealing and insulating first shrinks how much backup you need.

Can I keep my oil boiler as backup?

Yes, and many people here do, at least for the first few winters. It costs nothing to leave in place, it removes the risk from an unfamiliar system, and it gives you a hedge if electricity prices move. Some homeowners eventually remove it; plenty never do.

Why was my quoted system rejected for the rebate?

The two usual reasons are refrigerant and certification. For 2026 New Hampshire installs, systems must use R-32 or R-454B — R-410A is no longer eligible. And both states require ENERGY STAR Cold Climate certification, which is a narrower list than plain ENERGY STAR. Ask for the AHRI certificate before signing.

Should I insulate first or install the heat pump first?

Insulate first, essentially always. A tightened house needs a smaller system, and smaller systems cost less to buy and run better. The exception is a boiler that has already failed in December — then you handle the emergency, and do the envelope in spring while keeping the rebate paperwork separate.

Do I need a specific contractor for the heat pump rebate?

Requirements are looser than for weatherization, but there are still traps: pre-verification for New Hampshire’s enhanced tier, correct AHRI documentation, and in Vermont the coordination between the Efficiency Vermont rebate and the utility income bonus. Contractors who do this weekly get it right; contractors who do it occasionally sometimes do not.
